Small towns need some love

I work in a particularly rural area in Iowa, and I went out to find the local pokestops over my lunch break.

Yea there are only two and you cant get between them with out expending all of the pokeballs you have if you want to catch pokemon.

Why don't they make rural pokestops pay out more than high density areas that we we could be on an equal playing field? Also, I didn't see a gym and I think they should find a way to make one everywhere.
